Frank Underwood is rejected as Secretary of State even though he was promised by the President. He vows to take revenge and starts forming a small team of people who will help him achieve that. Zoe Barnes is a reporter at the Washington Herald, a woman who is ready to do anything to catch her big break.
Francis and Doug scheme a plan to set up the Secretary of State nominee Michael Kern. Zoe’s popularity keeps growing.
Claire finds a new business partner while Zoe starts realizing what it means to be a famous journalist. Frank heads back to his home town to deal with a crisis.
Frank does what he is best in, he shakes the Congressional leadership, Zoe on the other hand is given the opportunity to be the White House correspondent, she ponders whether she should take the promotion.
Frank crosses over Spinella, things start getting out of control, Russo feels guilty for the lost jobs from the shipyard. He was forced by Underwood to shut it down, costing thousands of jobs of his dear friends.
Russo decides to run for Governor of Pennsylvania, Frank is behind him.
Peter realizes that all his secrets will be out there once he runs, he has a lot of them and now has second thoughts whether he should run, on the other hand, Doug helps a young hooker.
Frank is honored with a library named after him in his old military school, Peter has trouble winning back the support of his home town.
Frank does whatever is necessary in order for the new bill to pass, Russo goes on a bus trip with the Vice President, he is not of much help. Frank and Zoe’s relationship worsens.
The bill fails, Frank is told that his wife was responsible for that, now he has to contain the damage. Frank’s relationship with both his wife and Zoe is weak.
Russo’s campaign collapses, Frank now tries to join the Walker’s administration, a very risky move. Frank is sent to St. Louis by the President to convince Mr. Tusk in becoming the new Vice President. Russo is killed by Frank, Zoe and Janine start investigating.
Gillian wants to sue Claire, Frank’s plan is not going so well. Zoe, Lucas, and Janine investigate Rachel Posner and her relationship with Russo.
Frank gets promoted to Vice President, Doug attempts to erase all the leads concerning Rachel and Peter back to him and Frank. Claire fights back with Gillian, while Zoe considers working with Frank again.
USA meets with China and Frank is announced as the new Vice President. Jackie wants to run as the new whip, she faces more obstacles then she predicted. Frank kills Zoe and Lucas starts investigating in her death.
Frank’s and Raymond’s relationship is getting worse as days are passing, in the meantime the situation with China is getting worse.
Frank is trapped in the White House along side Donald Blythe, at the same time, Claire gives an interview that shakes the media, she revealed that she was raped and by whom.
Frank has informal negotiations with a Chinese billionaire, Lucas does whatever is necessary to reveal the the Vice President is behind Zoe’s murder. Team Underwood gets a new member.
Stamper gets closer to Rachel, there is an energy crisis. Despite all the problems and troubles that have hit the administration, Frank’s and Walker’s relationship is getting better and better. Frank’s relationship with Raymond on the other hand couldn’t be worse.
Claire influences the President’s wife both domestically and politically. The war between Frank and Raymond has become personal after Mr. Tusk has hit him and his wife with a scandal that all the media started talking about. There is military trouble abroad as there is at Frank’s home, he wants to put the fight with Raymond to an end. Claire and Jackie Sharp collide.
Frank Underwood gets questioned by a special prosecutor. Stamper has troubles with his demons while Remy Danton wants to keep his options open.
Francis gets shut down while Stamper attempts to regain back his control. Francis is about to get destroyed, Stamper has troubles with Rachel. The finale ends with Frank Underwood becoming the new President, his first act was solving the China crisis in a matter of seconds.
